For the windmills you need:

7. Punch tips with a pin in a short edge.
8. Insert the sample bag clamp through the overlying tips and the lower center of the windmill.
9. Spread the rear bracket so that it holds the pinwheel together.
10. Place a small branch from behind on the sample bag clamp and bend the clamp around the branch so that it is firmly attached to the wheel.
11. Make several windmills in this way, varying in size, cutting larger and smaller squares.
