1. Paint faces on balloons with waterproof pens.
2. Cut the masking tape with pinking scissors, gather in the middle with gift ribbon and tie to the balloon.
3. Cut out circles of colored cardboard, cut them in half at one point and put them together in a hat.
4. Stick with Tesafilm. Roll off the metal from "cocktail palms" (fireworks pickers) or glue hair to the hat with masking tape strips.
5. Glue the hat with Tesafilm on the balloon.
